UAC settings are default, never changed anything. Yes tried even manually starting the setup exe as admin, though you dont need to I guess because just after the first dialogue an UAC window will pop up and I pressed yes. Doesnt matter. I was able to install by unclicking the point "create start menu entries". and then it installed fine.

The installer stopps at "creating shortcuts" and doesnt do anything anymore. Doing a google about this it seems your installer is not compatible and you have to fix this. Do google "creating shortcuts" and windows 8.1, youll find lots of other software having this problem. So ple...
