Well firstly I would like to say a big thanks for replying so quickly and yes it is windows 8.1 I am trying to configure with Classic Shell. If this cannot be done then they will have to click on the desktop tile and get used to the default view, thanks for your help.

Hi I have used most of the free start button replacements for Windows 8 and the one I have used the most and that is the most stable is Classic Shell, I have read the administrative section and applied the defaults that I wish to be applied to all users which is working.
