This is rather counter-intuitive to be honest. When taskbar is at the bottom, then the start charm is overlaying the start button perfectly - unless you replaced the start menu button of course. The start charm overlaying the show desktop button is the most jarring design break our retarded friends ...

Win 8.1 pro, x64 Taskbar is vertical, on the left. This makes the start button go to the top left corner, so that the start charm overlays the show desktop button.
