I think I found where you got the image from- if you want the button to be constantly animated, sadly that is not possible with classic shell.

I can somewhat understand restricting animation between hot -> pressed and normal -> pressed, but I see little reason to prevent animation to return the start button to normal.

You'll have to explain what you want a bit more. Do you want the lights to spin, or should these frames be between normal and hot, etc.
