Yeah, I'm pretty sure it was this "Logitech Gaming Software" I was using for my mouse. Uninstalled and so far so good. I'll post a new thread and reference this one if it happens again. Thanks for your help.

Yes. Also doesn't happen all the time. I had to restart to get this screenshot:

System : Classic Shell 4.0.0, Windows 8 x64 on a single monitor 720p with Intel integrated graphics card. Problem : The start button is always stuck on top of full screen flash video played in Chrome v30.0.1599.69 m. Problem does not occur with Internet Explorer 10 (10.0.9200.16721) Problem occurs ...
