I can confirm this problem. In older versions it worked correctly. Now even if you uncheck "Customize taskbar" it behaves the same. When you are using a WindowBlinds skin, the area around the Icons is unskinned. Here are two screenshots to compare: taskbar1 is without classic shell running...
