Start Menu does not have a title bar. If you are running Windows 10, update to the latest version via Windows Update after which you can change title bar color: http://winaero.com/blog/colored-title-bars-arrive-with-windows-10-build-10525/ Or do you mean Taskbar? Is there a certain setting to change the title bar color in classic start menu? If Not, Is it possible if you can implement in the next classic shell update?
