This sounds vaguely familiar. I think last time it turned out to be some other software or autoit script or something that captures the focus. While the settings UI is active, the custom hotkeys for the start menu are disabled. That's so you can actually type them in the settings without triggering...

Just to add a bit more information, when this problem happens, the Classic Start Menu doesn't get focus -- focus remains on the underlying app, so if it's a text or word processor, for example, whatever program I try to search for in CSM appears typed in the program.

Using Windows 10 x64 and Classic Shell 4.2.5. When I open the CS menu with the WINDOWS key (which is the only way I do it), the keyboard is not captured and I can't type in order to search for and run programs.
