Found the problem.
In Internet Options\Programs\Manage Add-ons the Classic Explorer Bar was disabled.
Just had to enable it and after re-launching explorer the horizontal scroll bar appeared.

Attached is a screenshot of my explorer. Yes I realise that the folder pane needs to be narrower than the text to show the horizontal scroll bars. Thanks Edit: Just noticed, when I try to horizontal scroll with the mouse (2 fingers left or right), the folders pane does not move. The file pane works ...

Hello, I use Windows 7 with Classic start menu and explorer. The horizontal scroll bar used to be in explorer with the setting in the Classic Explorer.
