Hm, doesn't look like it. I don't see a ribbon or the Up arrow. Maybe you have other customizations to Explorer? I installed classicshell, didn't like it, and when I uninstalled it left this. I have installed OldNewExplorer but it doesn't mess with that area. It's the toolbar area from classicshell.

Uninstalled classicshell and it didnt get rid of this http://i.imgur.com/TX17wWD.png I cant figure out how to remove it and its pissing me off.
