I just figured out that I still had Start 8 installed. I thought I had uninstalled it back when I was on Windows 8.1, when I first started using CS. Uninstalled and the things started working correctly.

Not that I know of. Do you have examples of add-ons that might interact badly?

I tried this. Not sure what you wanted me to check after restarting. When I started CS manually the same issues were there.

I have 2 computers with dual monitors that have had the same issue with Classic Shell. My other single monitor computers have not had the problem.
