I only have the ClassicShell key with 'DefaultLanguage', 'Path', 'Version', and 'WinVersion'. That is a good point though, I will do a clean install on a VM disjoined from the domain so I can compare. I do manually set ‘EnableSettings’ = 0 after install and config though.

Installed all critical and optional updates and it's still not launching "settings". When I right-click the Start Menu, I see ==Classic Start Menu==, Windows Explorer, Open, Open All Users, Help, and Exit.

From the Start Menu, or by launching the shortcut from the install directory that is just the standard executable with the -settings flag. Going to try again after applying Windows Updates.

Versions 4.2.1 & 4.2.4 Server 2012 R2 I installed this last year on 4 boxes without issue, and recently installed it in a Win8.1 image without issue, however today I can not get the settings to come up on any of my 3 servers. I launched it as admin, disabled UAC, tried the latest build, uninstal...
