You have to run Windows Installer Cleanup Utility as admin, i have the same error ;) and with admin rights it worked perfectly I upgraded Windows 8.1 to Windows 10, then install new verion of CS, but same like you i was unsatisfied with Windows 10 ;), so i back to Windows 8.1, afer that it was impos...
