The folder/file ("Recent") you mentioned is where I was checking the short cuts from.

If that is the case, I would never have a menu full of 25 short cuts. But I had it this morning. And then it reduced to 23 all of a sudden. Most of the files are excel or powerpoint.

Actually, the opposite. There are 23 items (short cuts) in the Recent folder. There are also 11 folder links as well. The missing 2 short cuts are then "filled in" by Classic Shell as long links to some file in one of the folders. This happens randomly. Even though I had more than 25 files...
